Two-weapon fighting clarification

I haven't had any opportunity to use the optional rule for two-weapon fighting (AEC 142) yet, but if it comes up: am I to understand that it allows the player two attack rolls in a single round, one at -2 and the other at -4?

Don't have my books in front of me at the moment, but I believe the -2/-4 is correct. Seems like slight negatives for those used to 3rd-5th D&D, but LL has fewer pluses, so this is still pretty big penalties(I'm sure you knew that anyway)

Yes, and there's also the fact that strength plusses can never give a bonus when dual-wielding, they can only cancel out the penalties.
