It's listed in each Race's description. For example:
Andromedans:
"Psionic Powers: Andromedans are psionically active beings. All Andromedans have the psi power empathy. In addition, at character creation three more powers may be selected."
Humans:
"The majority of Humans are not psionically active. At character creation there is a 5% chance that a human is psionically active. If he is, consult the table in Section 2: PSI Powers to determine one power for the character. Note that if the PSI cost is higher than the character's PSI ability score the character may not have that power. Psionically active humans do not receive the racial bonus to XP."
Andromedans:
