Ommission in the goblin entry, and a question

It doesn't specify the hit points of the goblin chief. Consistency suggests 3d6, but I don't know what the original Basic Set said, and the Red Box says 15.

Also, how do you calculate the XP value of a monster that fights as X HD and has Y hit points?

Unless the Y hit points amount to more than the possible using X HD, I would simply say use the X HD entry in the XP table.
