How do you "Sticky" a topic?

I can't seem to find the 'sticky' for some topics in my Thief Gate thread; can anyone guide me on this matter?

Only admin or mod can sticky a thread, to my knowledge.

Ya, I have mod privileges for my campaign forum - no sticky option.
