All of the rules contained in this supplement are optional. The Labyrinth Lord may add any or all of these options to the campaign, cherry picking at whim.

Does UA also have the core rules spells as well or is it all new spell content?

Unearthed Arcana (both editions, 1e and 3.5) are books of optional additional rules for their editions of D&D. In the 1e case it has rules for new classes (Cavalier, Barbarian, Thief-Acrobat), weapon specialization, new spells, new races (mostly subraces like drow, deep gnome, etc), new chargen systems, new gods, social status rules (meh), lots of magic items, and stuff like that.
No core rules, just add-ons.
