AEC Problem With Optional height and Weight Rules

The rule on page 151 don't allow currently for a character to be at just the base height or base weight.

So for example, no human female will never be 5'6", but will be taller or shorter if using the table and never have a weight of 130.

The dice roll to determine if the modifier is added or subtracted needs to have a result of no change to base that can be gotten.

Instead of the d6 roll (1-3 subtract modifier, 4-6 add modifier), you could use a d20: 1-9=subtract modifier, 10-18=add modifier, 19-20=ignore modifier.

FWIW, here's what I've come up with:

Roll d%: on 01-20, the modifier is subtracted from the base, and on 71-95 it is added to the base. On 21-70, modify the base by 1d4 inches (for height) or 1d8 pounds (for weight), 50% chance higher or lower. On 96-00, keep the base unmodified.
