I dislike the way DC does it stats. Everything doubles. A Strength 4 is twice as strong as Strength 3, etc.
I always like Marvel, I just bought Supers!! It looks good. I also have Icons now- and I think its great too. Alot of choices.

The problem I had with DC Heroes (apart from the gadget system - fork!) was the coarseness of the system. It was difficult to distinguish between low-powered heroes, even with the advantages rules. Given that my group was never particularly happy with high-powered characters, we ditched DC in favour of Champions, except for a few games using the Watchmen books.

However, we did enjoy Underground - the lower-powered version of DC Heroes. Perfect for a game based on Marshal Law.

Id really like to see a PBP game around here. Kind of like that Mystery Men movie!! Not really super-powered guys.
The Blue Rajah, the Shoveler, the Bowler, Invisible boy, the Spleen,etc,etc.

Is that a game? No- I just mean not Superman, more like Batman, Hawkeye, Captain America. Even Spiderman isnt too bad. Just not too super,lol.

Stuperpowers is a genuine game - http://rpggeek.com/rpgfamily/2009/stuperpowers. And, yes. I own both editions. I was given them as a fee when working as a reviewer for Valkyrie back in the day. It is a game of "superheroes" who were the last in the queue when the secret origins (TM) were being given out. Definitely not a serious game, but great fun when you've had a couple of pints of Guinness.

I'm just trying to think of a system that is good for low-powered superheroes and that is readily available.

AMSH is currently free and works alright on that level.
HERO is not free, but copes wonderfully.
T&J is not free, but the core system (PDQ) is, and it's easy to cope with.
MEGS (as seen in DC Heroes 1 - 3 and Blood of Heroes) is impossible to get hold of and not very good at low powers.
Squadron UK (a Golden Heroes retread) has a free version.
M&M 2e ... V&V ... ICONS ... (stops looking at his bookshelves because it's going to get boring)

Have-a-go-heroes is sparse, but written with the Mystery Men in mind. I never did get to go back to it and give it a bit of polish

Vigilance Press has some really good Super Powered stuff. I like their "Feildguide to Super-Heroes" -it describes the various super "arch-types".

Have-A-Go-Heroes - still got a copy of that on my back-up drives. Somewhere :)

Gads. I never knew I had so many SHRPGs on my shelves ... I think I must have about twenty ...
