Stuperpowers is a genuine game -

It is a game of "superheroes" who were the last in the queue when the secret origins (TM) were being given out. Definitely not a serious game, but great fun when you've had a couple of pints of Guinness.
I'm just trying to think of a system that is good for low-powered superheroes and that is readily available.
AMSH is currently free and works alright on that level.
HERO is not free, but copes wonderfully.
T&J is not free, but the core system (PDQ) is, and it's easy to cope with.
MEGS (as seen in DC Heroes 1 - 3 and Blood of Heroes) is impossible to get hold of and not very good at low powers.
Squadron UK (a Golden Heroes retread) has a free version.
M&M 2e ... V&V ... ICONS ... (stops looking at his bookshelves because it's going to get boring)
