Skill Base Question

I see the base for some skills (computers, electronics, gambling, etc.) use the Luck ability. What about NPCs who have these skills? Since NPCs don't have a Luck ability, how does that affect the skill base?

I'm leaning towards dropping the Luck ability and -1 to the dividing number, and then using the rest of the base as written. For example, a NPC with the gambling skill would use Pcn as its base, instead of (Pcn+Luck)/2.

I don't have the book in front of me, but for NPCs, I believe you just don't use the LUCK stats when calculating skills. In other words, take the average of the remaining stats you use. (Pretty much what you said.)

Creating scenarios/NPCs was never that random for me. If I need a NPC Gambler to be average, I would just give them an average score. "Rolling" stats for a dozen or more NPCs would, IMO, give the game a quirky, possibly unbalanced, possibly inappropriate outcome.
