Entangled creatures/players can attack

Entangled means you can't move unless you break free, but does it allow a character to attack while still in the entangled state?

I usually rule that if someone is close enough to melee attack the entangled creature, than it is able to attack back. I give a bonus to hit to the attacker and a negative to hit to the entangled and it is a round where they don't get to try to break free.

I consider it entangled, not cocooned.

I guess you're talking about the Druid spell entangle here?

Yes, druid cast entangle. Allies and enemies are caught in it and fail their saves. Do they have to break free before they can attack or just before they can move again?

Personally I think, in the case of a spell like this, I'd rule that entangled creatures can attack as normal as the spell description doesn't say that they can't.
